About the board
The Department of Health Audit and Risk Management Committee is an independent advisory committee established in accordance with the Standing Directions 2018 under the Financial Management Act 1994. Under its approved charter, the committee must include independent members with no departmental responsibility. The Committee is accountable to the Secretary and, through the Chair, will report on its proceedings regularly to the Secretary and the department's Executive Board.
The Committee is integral to the department's approach to governance, ensuring that systems and processes for identifying and monitoring risks are operating as intended. Under its charter, the committee's responsibilities cover the following areas:
- internal audit
- annual financial statements
- financial management compliance
- external audit
- recommendations and Actions Monitoring
- risk management and internal controls
- fraud and corruption control.
The Committee must meet at least four (4) times a year but typically meets six (6) times per year. Meetings are held at the department's head office at 50 Lonsdale Street. Members are expected to attend each meeting in person and be available to meet out of session as required. Meetings are scheduled to last three and a half (3.5) hours.
The department is seeking to broaden the skill sets of the Committee members by appointing two new independent members. Ideal candidates will bring deep expertise and experience across a combination of two or more of the following areas in addition governance and risk management:
- Financial management
- Cyber / technology
- Victorian health sector operations.
Independent members are appointed by the Secretary of the department for an initial term of three years after which the member's appointment can be extended, depending on performance, for a maximum of three years.
Committee members are required to have an:
- Understanding of the role, duties and governance obligations of members of boards / committees and experience as part of a diverse board or high-level committee and in direct interaction with senior levels of the private / public sector.
- Expertise in financial accounting / financial management (preferably in a Victorian Government setting).
- Robust understanding of cyber / technology risk management standards and frameworks and their practical application
- Understanding of the operation of the Victorian health sector organisations
- Robust understanding of risk management standards and frameworks (preferably in a Victorian Government setting) and their practical application.
- Understanding of the role and functions of the Victorian Public Service.
Successful committee members are also required to possess the following qualifications / specialist expertise:
- A tertiary qualification relevant to the health sector or in auditing, risk management, business management, public administration, technology sector or equivalent.
- Graduate of the Australian Institute of Company Directors Company Directors course or equivalent
- Qualification from a recognised accountancy institute e.g. CA, CPA (or internationally recognised equivalent)
- Recognised cyber security certification e.g. CISSP, CISA
