About the board
The Homes Victoria Advisory Board is seeking a Member to support the provision of strategic advice to the Minister for Housing and the Chief Executive Officer, Homes Victoria. The Member will bring a variety of different skills and experiences from across a range of sectors, such as:
- social housing and affordable housing,
- construction, property and infrastructure development,
- finance, audit and risk,
- community sector leadership and management; and
- architecture and planning.
About the role
The key responsibilities of a Member are to:
- ensure they prepare for and actively participate in meetings and contribute their experience, expertise and knowledge to the work and deliberations of the Board,
- contribute to the development of advice and reports for consideration by the Minister for Housing and Chief Executive Officer, Homes Victoria,
- provide input on the direction of the Board’s forward plan and meeting agendas,
- work collaboratively and undertake actions allocated to them by the Chair or the Board,
- comply with the Public Sector Values and Governance Principles outlined in the Public Administration Act 2004 and the Code of Conduct for Directors of Victorian Public Entities,
- adhere to strict confidentiality provisions; and
- declare and manage any conflicts of interest.
Who we're looking for
The Member must have a mix of knowledge, skills and experience in one of the following areas to ensure the Board can discharge its duties as per the Housing Act 1983:
- social and affordable housing,
- construction, property and infrastructure development,
- finance, audit and risk,
- community sector leadership and management; and
- architecture and planning.
The Member will also hold expertise in a range of disciplines:
- Strategy: Ability to think ‘big picture’ and consider wide-ranging possibilities while supporting implementation of the strategic direction, develop strategies and frameworks using strong conceptual skills and quickly assimilate new concepts and information. Demonstrated executive-level experience and proven capability to advise on an organisation’s strategic direction and performance.
- Senior leadership and influence: Recognised senior leader in your field of expertise contributing to improved sector or industry capability or outcomes. The ability to think strategically and guide the Board towards effective solutions.
- Innovation: Expertise in innovation, new product or service development and innovative problem solving.
- Reform development and implementation: Understanding and expertise in developing and delivering reforms particularly in social policy areas. The ability to consider the needs of underrepresented groups and communities.
- Strategic financial and risk management: Strong strategic financial management expertise contributing to robust executive and board level discussions on financial performance and risk.
- Infrastructure planning and delivery: Expertise in large-scale infrastructure planning and delivery such as transport or health infrastructure.
- Partnership: The ability to facilitate collaboration with cross-sector partners; promote harmony and consensus through diplomatic handling of disagreements; and the ability to build trust through consistent actions, values and communication to minimises surprises.
The Chair and Members hold a strong understanding of how government and government boards operate, building constructive boards and good governance.
In making appointments to the Board, the Minister will have regard for the diversity of the Board, including those who have lived experience in social and affordable housing. The Minister will also give consideration to the diversity of gender, sexuality, culture and disability.
