About the board

Fire Rescue Victoria (FRV) was established on 1 July 2020 as part of Victoria's Fire Services Reforms. FRV is responsible for serving and protecting communities across metropolitan Melbourne and Victoria's major regional centres, operating from 85 fire and rescue stations across the state. Its career firefighters' staff 47 stations in metropolitan Melbourne and 38 in regional areas. Audit, Risk and Compliance Committee (ARCC) member

The Fire Rescue Commissioner (Commissioner) has established the Audit, Risk and Compliance Committee (ARCC) of Fire Rescue Victoria (FRV) with the purpose of assisting in the discharge of their responsibilities, by having oversight of:

  • financial and management reporting systems and processes and the integrity
  • of FRV's financial statements and the annual financial accounts
  • the operation, management and review of the risk management framework
  • internal controls and compliance with the Financial Management Act 1994, laws, regulations, internal policies and industry standards (including compliance breach reporting)
  • the Internal Audit function, including performance and independence, and
  • integrity management.

The ARCC also has an oversight responsibility for the department's external audits and reviews the status of remedial action of audit issues (VAGO).

About the role

FRV is seeking expressions of interest from qualified and experienced individuals to join the ARCC in the role of an Independent Committee member, to act in accordance with its ARCC Charter and to ensure that the Committee operates in accordance with accepted best practice Corporate Governance.

The ARCC member will provide guidance, support, expertise and an objective perspective on the key matters of strategy, governance, integrity, financial matters and risk management.

ARCC members act as unbiased, objective and impartial members of the Committee, ensuring that all considerations and recommendations are in the best long-term interests of FRV, its stakeholders and employees.

Meeting Frequency: The Committee will formally meet quarterly, plus one additional meeting dedicated to the review and endorsement of FRV’s financial statements, with the potential for special meetings to be convened as required.

Term Commencement: End September 2025

Initial Contract Term Duration: Three years

Meeting Location: Meetings are held at our Melbourne offices during normal business hours, and it is expected that successful recruited members will attend meetings in person.

Eligibility

The ARCC reports directly to the FRV Commissioner on all matters as per the ARCC Charter and provides advice and recommendations to facilitate decision-making by the Commissioner and FRV’s Executive Leadership Team. To be considered for this crucial governance role, your expression of interest must demonstrate how your professional experience, practical knowledge or relevant lived experience aligns with the following criteria:

  • Proven experience as an independent member of a board or committee, covering integrity, audit, financial management, risk oversight, or compliance functions, preferably within the government sector.
  • Substantial experience in senior leadership roles addressing integrity and controls to address fraud and corruption (highly desirable).
  • A solid understanding of best practices in business assurance functions, such as internal control, risk management, or corporate governance, with a demonstrated focus on strategic solutions.
  • In-depth knowledge and experience interpreting and applying legislative and regulatory frameworks, including applicable accounting standards, risk management standards, and public sector compliance requirements (highly desirable) .
  • Ability to provide strategic insights into audit, risk and compliance matters, aligning them with organisational objectives and risk management strategies.
  • Leadership and strategic judgement, with the ability to foster collaborative and effective decision-making.
  • High standards of professional integrity, ethics, and independence, consistent with the requirements of an ARCC member.
  • Relevant qualifications in accounting, finance, law, business, risk management, or a related discipline.
  • Professional membership, or eligibility for membership, with a relevant professional or regulatory body (e.g., CPA Australia, CA ANZ, Institute of Internal Auditors, Governance Institute of Australia, or equivalent) (highly desirable).
  • Flexibility to attend meetings; a minimum of quarterly intervals.
