Local government governance appointments

On behalf of the Minister for Local Government, the Hon. Melissa Horne MP, the Department of Government Services (DGS) is seeking expressions of interest from individuals to be placed in a candidate pool for a range of governance appointments made under the Local Government Act 2020.

Individuals found suitable for inclusion in the candidate pool may be eligible for appointment as municipal monitors, administrators, and commissioners.

Commissioners

Commissioners are appointed under the Act by the Minister for Local Government to a Commission of Inquiry to conduct inquiries into council affairs. These appointments may be made by the Minister where serious governance failures have been identified.

Commissioners must conduct their inquiry in accordance with their terms of reference and provide a report to the Minister on their findings and recommendations.

Administrators

Administrators are appointed to perform the functions, powers and duties of a councillor as set out in the Local Government Act 2020 (the Act), including representing the interests of the relevant Council's municipal community.

Where a panel of administrators is appointed, the Chair of the panel must perform all the functions, powers and duties of the mayor of the relevant council as set out in the Act.

Municipal monitors

Municipal monitors can be appointed by the Minister for Local Government to councils that have experienced governance issues.

Monitors are appointed to observe governance processes and report back on issues, provide advice to councils that are experiencing governance issues and make recommendations to the Minister for further action.

At the end of their appointment, monitors are required to provide a final report to the Minister.

Applicants will be shortlisted based on experience in the following areas:

  • Local government experience
  • Experience on committees or boards
  • Demonstrated governance skills
  • Leadership and motivational skills
  • Outstanding interpersonal skills
  • Knowledge of elected representation
  • Knowledge of rural priorities

Applicants with specialist skills and experience in one or more of the following areas will be highly regarded:

  • Legal
  • Public sector integrity
  • Corporate governance
  • Local government finances
  • Audit, asset and risk management, or human resource management

Applicants are required to uphold and demonstrate the values of the Victorian Public Service as outlined in section 7 of the Public Administration Act 2004.
