About the board

The Department of Jobs, Skills, Industry and Regions (DJSIR) is pleased to invite applications for up to five positions on the Puffing Billy Railway Board (PBRB) commencing from 1 July 2023.

The PBRB is the operator of Puffing Billy Railway (the Railway), an iconic tourism attraction located in Victoria's Dandenong Ranges and Australia's foremost operating heritage steam railway. Pre-COVID, the Railway attracted record visitor numbers from across Australia and the world. As a predominantly volunteer-run organisation, the Railway offers a volunteer experience that is renowned for the quality, dedication and diversity of community minded people helping to operate the Railway.

PBRB's objectives and functions are legislated through the Emerald Tourist Railway Act 1977 which will be replaced by the Puffing Billy Railway Act 2022 that comes into effect on 1 July 2023.

PBRB is accountable to the Minister for Tourism, Sport and Major Events (the Minister) and the Secretary, DJSIR.

About the role

This is an exciting opportunity for suitably experienced individuals to be appointed as directors of the PBRB.

PBRB’s role and responsibilities are set out in the Puffing Billy Railway Act 2022, where its functions include:

  • to operate, manage and maintain the infrastructure and assets of the Railway in a safe, effective and efficient manner.
  • to manage volunteer engagement with the Railway.
  • to develop suitable marketing and communications strategies for activities relating to the Railway.
  • to report to the Minister as required, including in relation to incidents and other matters relating to the safety of the Railway.

From 1 July 2023, there will be 10 members on the PBRB including the Chairperson and the Deputy Chairperson.

The PBRB meets approximately 11 times per year. Directors generally participate in one or more of the Board’s subcommittees.

Who we're looking for

We encourage individuals with skills, knowledge and experience in the following areas (as required by the Puffing Billy Railway Act 2022) to apply:

  • Heritage Preservation
  • Operation and safety of railways
  • Tourism
  • Economic Development
  • Marketing and communications
  • Financial management
  • Law
  • Public Governance.

Demonstrated experience in governance in an organisation with a high level of volunteer operations is highly desirable.

The Puffing Billy Railway Act 2022 imposes restrictions on representation of members of the Puffing Billy Preservation Society (the Society) on the PBRB. Applicants are advised that the following selection restrictions apply:

  • Only two directors who are, or were members of the Society, within the preceding 12 months can be appointed to the Board.
  • Any Society member who also holds or held an elected position within the preceding 12 months cannot be appointed to the Board.

According to the Department of Premier and Cabinet’s Appointment and Remuneration Guidelines, an applicant should not hold more than three positions on Government boards at any one time.
