The Victorian Liquor Commission is an independent regulator with over-arching responsibility for licensing, compliance, and enforcement in Victoria's liquor industry under the Liquor Control Reform Act 1998 (the Act).
The Commission undertakes regulatory, investigative and disciplinary functions; administers licensing and approvals; monitors and enforces compliance; advises the Minister on the operation of the Act; and informs and educates the public on regulatory requirements.
The Commission operates in a tribunal capacity, making statutory decisions on licensing and compliance matters. It comprises a Chairperson (and commissioner), Deputy Chairperson (and commissioner), commissioners and sessional commissioners.
The Commissioner members are appointed by Governor in Council for a period of up to five years and are eligible for re-appointment. Appointments are being considered for sessional and part-time (generally averaging two and a half days per week).
Commissioners exercise statutory decision‑making functions, including presiding over inquiries, hearings and meetings, and determining reviews or appeals under liquor legislation. Commissioners also perform the functions of a board under the Public Administration Act 2004, providing strategic direction, overseeing risk management and performance, approving major initiatives, and ensuring the Commission operates efficiently, lawfully and in accordance with government policy.
Commissioners are expected to contribute independent, expert judgement and uphold high standards of governance, integrity and accountability.
The Commission is classified as a Group B Organisation under the Appointment and Remuneration Guidelines.

Qualifications and eligibility for appointment
- a disqualification determination under section 93D of the Liquor Control Reform Act 1998; or
- an order made by VCAT under section 92 of the Liquor Control Reform Act 1998, as in force immediately before the commencement of this section, that disqualifies the person from holding a liquor authorisation or taking part in the management of licensed premises or being employed by a person who holds a liquor authorisation;
- a liquor licence holder, or
- a BYO Permit holder.
Experience in, or knowledge of, liquor regulation will be considered favourably.
