The Department of Government Services (DGS) and the Department of Treasury and Finance (DTF) are both seeking to appoint an independent Audit and Risk Committee (ARC) Member to join their Audit and Risk Committees which support strong governance, risk management, financial management and assurance outcomes for each department.

DGS's purpose is to improve how Victorians and businesses engage with government and to accelerate digital transformation and corporate services reform across the VPS.

DTF
DTF's strategic vision is to improve the lives and prosperity of Victorians. DTF does this by constantly growing its influence, wellbeing, leadership and expertise. DTF is the indispensable partner inside and outside of government on economic, financial, infrastructure, industrial relations and commercial policy.
DTF's objectives are to:
optimise Victoria's fiscal resources
strengthen Victoria's economic performance
improve how the Government manages its balance sheet, commercial activities and public sector infrastructure
strengthen Victoria's economic performance through fair, equitable and productive workplaces.
As a member of the Audit and Risk Committee, you will provide advice to the department Secretary on matters relating to the financial performance and management of the department.
This role will contribute to the Committee in its review of financial reporting and consideration of the extent of compliance against relevant legislation and policies. Contributing to the governance of DGS or DTF, you will engage with senior executive leaders, internal and external auditors, independent members, and other parties. The role contributes to the provision of assurance to the Secretary on the effectiveness of relevant systems, controls and processes that safeguard the sustainability of the department including delivering the Committee’s obligations outlined in its charter.

Key selection criteria
Public Sector Governance and Values
Demonstrated understanding of key reforms and initiatives of the Victorian Government, and a proven ability to behave in a manner consistent with the Victorian Public Sector Values, including integrity, accountability, impartiality and leadership.
Independent Judgement and Constructive Challenge
Ability to enquire, evaluate and make independent, objective judgements, and to offer constructive challenge and alternative perspectives to management to strengthen departmental systems, controls and governance arrangements.
Financial Reporting and Accounting Expertise
Proven expertise in the application of Australian Accounting Standards and experience in the preparation or oversight of general-purpose financial statements, preferably within a public sector or complex organisational environment.
Audit and Assurance Knowledge
Thorough knowledge of Australian Auditing Standards and/or demonstrated experience overseeing internal audit functions, including controls and assurance processes supporting financial reporting.
Audit Committee Experience
Demonstrated experience as an independent Audit and Risk Committee member, of a public sector audit committee or equivalent governance body.
Experience and qualifications
Appointment and Term
Appointments are typically made for an initial term of up to three years, with eligibility for reappointment subject to performance and continued independence. Appointments are made by the Secretary/Accountable Officer following a merit-based selection process.
Remuneration
Remuneration is set in accordance with the Victorian Government appointment and remuneration guidelines which is paid on a -quarterly basis.
